Oyo State Governor, Seyi Makinde, has announced that his administration has raised the state’s budget performance from 30-35per cent under previous administrations to over 70per cent. The governor attributed the success to engaging a broad range of stakeholders in the budget process and prioritizing the state’s interests.
Makinde made the statement on Monday, December 23, 2024, while signing the N684 billion 2025 Appropriation Act, tagged the “Budget of Economic Stabilisation.” The signing ceremony was held at the Executive Chamber of the Governor’s Office in Ibadan.
The governor, in a statement by his Special Adviser on Media, Sulaimon Olanrewaju, disclosed that the government is targeting an 80% budget implementation rate in 2025. He emphasized that the budget would promote economic reforms, introduce people-centered policies, and ensure economic stability for the benefit of Oyo residents.
Collaborative Efforts in Budget Preparation
Makinde praised the harmonious collaboration between the executive and legislative arms in the state, noting that the entire budget preparation process—including stakeholder engagement meetings, Treasury Board reviews, and legislative scrutiny—was completed in three months.
The 2025 budget includes provisions for the new minimum wage, which will take effect on January 1, 2025. The governor also reassured workers and retirees that the government would fulfill its promise of paying the 13th-month salary by December 31, 2024.
“The budget is like the operational manual for our administration,” Makinde said. “It outlines what we plan to achieve. For instance, implementing the minimum wage without prior provision in the budget would be irresponsible. That’s why the new wage implementation will begin in January 2025.”
Building on Past Achievements
Makinde attributed the improved budget performance to inclusive governance, saying, “We have moved from about 30% budget implementation to over 70% because we consult widely across all stakeholder groups. Our goal for 2025 is to achieve 80% implementation. This means an 80% chance of delivering projects like road construction and other critical infrastructure.”
Reflecting on the challenges of 2024, Makinde assured residents of his administration’s commitment to reforms and stability. “2024 was tough for all of us, but we must keep pushing forward. This budget will help us implement policies that stabilize the economy and improve the quality of life for our people.”
Legislative Commitment to Development
Speaker of the Oyo State House of Assembly, Rt. Hon. Adebo Ogundoyin, commended the governor for his achievements. He explained that the budget was increased from N678 billion to N684 billion to accommodate critical projects that drive economic growth and improve infrastructure.
“The 2025 budget represents a transformative step for Oyo State,” Ogundoyin said. “It prioritizes education, infrastructure, and the welfare of workers through the implementation of the new minimum wage.”
Call for Public Support
Makinde called on Oyo residents to support his administration, stressing transparency and open engagement. “We are not perfect and welcome feedback from the public. If there are issues of concern, let us address them together,” he said.
The governor also reassured aggrieved individuals, including previously laid-off workers, that their cases would be reviewed fairly. “This government exists to serve the people, and we are committed to justice and fairness.”

The budget signing ceremony was attended by notable figures, including Deputy Governor Barr. Abdulraheem Bayo Lawal, PDP Deputy National Chairman (South) Ambassador Taofeek Arapaja, former deputy governors, and members of the Oyo State House of Assembly.
Others included Senator Monsurat Sunmonu, traditional rulers, religious leaders, and representatives of labor unions.
